How to Start an Online Business in Kashmir in 2026

A step-by-step 2026 guide to starting an online business in Kashmir: J&K registrations, when GST applies, opening a payment gateway, GI labels, where to sell and which schemes still fund you.

· Published · 9 min read · 9 steps

To start an online business in Kashmir, pick one product or service with buyers outside the valley, register on the free Udyam portal, add FSSAI registration if you sell food, and check whether you need GST: shipping goods to other states needs it from the first sale. Then open a Razorpay account with PAN, Aadhaar and two business proofs, sell through your own website or a marketplace, and prove origin with GI labels where your product has one.

An online business in Kashmir is any business that takes orders or bookings over the internet: a saffron brand shipping to Delhi, a papier-mâché workshop selling to buyers abroad, a houseboat taking direct bookings, or a developer selling services on Upwork. The steps below are the order I would follow, and they apply in every district from Kupwara to Kulgam. Rules and figures are from official sources read on 31 October 2026.

What should you sell first?

One product or service, for one kind of buyer, that has a reason to come from Kashmir. Buyers outside the valley pay more for things they cannot get at home: saffron from Pampore, walnuts and almonds, Kani and Sozani shawls, papier-mâché, kahwa and noon chai mixes, and stays and tours they book before they arrive.

Three tests before you spend money:

  • Can you supply it for a year? Saffron output fell from 23.53 tonnes in 2023-24 to 19.58 tonnes in 2024-25, according to figures the J&K government gave the Assembly. A brand that cannot restock after one bad harvest loses its repeat buyers.
  • Can it travel? Dry fruits, spices and crafts ship well. Fresh fruit and cut flowers need cold chains and fast cargo.
  • Does it depend on tourists being here? Tourist visits to the Kashmir division fell from 35 lakh in 2024 to 11.2 lakh in 2025, per the J&K Economic Survey 2025-26. A product sold online to people at home keeps selling in a year like that.

Which registrations does a Kashmir online business need?

Usually two to start: Udyam and, for food, FSSAI. A sole proprietor does not need to register a company first.

RegistrationWho needs itCost and where
Udyam (MSME)Every small business that wants loans, schemes or a business proof for the payment gatewayFree, online, Aadhaar-based self-declaration on the Udyam portal
FSSAIAnyone selling saffron, dry fruits, honey, tea mixes or other foodBasic registration covers turnover up to ₹1.5 crore from 1 April 2026, on FoSCoS
GSTDepends on what and where you sell (next step)Free, on the GST portal
Shop and EstablishmentBusinesses with premises and staffOn the J&K Single Window; a 2025 J&K Act makes it optional below 20 employees once in force
Homestay or tourism registrationHomestays, houseboats, travel agentsJ&K Tourism Department portal

FSSAI raised its turnover limits by an order of 13 March 2026: basic registration now runs to ₹1.5 crore, a state license from there to ₹50 crore. Exporters and some food categories still need a license whatever the turnover, so check your category on FoSCoS before you apply.

Do you need GST registration to sell online from Kashmir?

If you ship goods to buyers in other states, yes, from the first sale. That surprises most new sellers, because the turnover thresholds look generous: ₹40 lakh for goods and ₹20 lakh for services in J&K, which no longer uses the lower special-category limits. The thresholds do not help with inter-state goods.

Decision flow for a Kashmir goods seller: turnover above 40 lakh, shipping outside J&K, or selling on Amazon or Flipkart decides between full GST registration, a GST enrolment number, or no registration yet
Do you need GST registration to sell goods online from Kashmir? Answer in order. Source: CGST Act sections 22 and 24 and Notification 34/2023-Central Tax, read 31 October 2026. Ask a chartered accountant before you decide.

The same flow in words:

  1. Goods turnover above ₹40 lakh a year? Register for GST.
  2. Shipping goods to buyers outside J&K? Register before the first sale. An inter-state supplier of goods has to register regardless of turnover.
  3. Selling inside J&K only, through Amazon, Flipkart or another e-commerce operator? Since 1 October 2023, Notification 34/2023 lets you skip full registration below the threshold if you sell in one state only, hold a PAN and get an enrolment number on the GST portal before selling.
  4. None of the above? You do not need GST yet. Register when you cross a line above.

Two more numbers. Marketplaces deduct tax collected at source of 0.5% on your sales since 10 July 2024, which you can claim back once registered. And handmade carpets, wood crafts and papier-mâché moved from 12% to 5% GST on 22 September 2025, so check the rate for your HSN code before you set prices.

How do you accept online payments in Kashmir?

Through a payment gateway such as Razorpay, which takes UPI, cards and net banking. For a proprietor, Razorpay's KYC list asks for PAN, an address proof such as Aadhaar, a bank account in the business or proprietor's name, and any two business proofs from Udyam, GST, a Shop and Establishment certificate, an Import Export Code or a postpaid phone bill. GST is not compulsory to open the account, which is why Udyam is worth doing on day one.

Three settings decide whether payments work in practice:

  • The webhook. On your website, the gateway must tell your store the order is paid even if the buyer closes the browser. Without it, paid orders show as pending.
  • International cards. Buyers abroad need international card acceptance, which Razorpay approves separately.
  • Cash on delivery. Useful for first-time buyers in India, but returned parcels cost you twice. Many sellers offer it only above a small advance.

How do you prove your product is really from Kashmir?

With the Geographical Indication label where your product has one. GI status protects the name, and buyers increasingly ask for proof because fake "Kashmiri" saffron and machine-made "pashmina" are common online.

ProductGI registeredHow a buyer checks it
Kashmir SaffronCertificate dated 1 May 2020GI-tagged saffron traded through the India International Kashmir Saffron Trading Center at Pampore

Kani Shawl, Sozani2008QR-coded GI label
Papier-mâché, walnut wood carving, Khatamband2012Registered user status with the GI registry

The J&K Economic Survey 2025-26 reports 51,197 shawls and 19,686 carpets carrying QR-coded GI labels, across 18 GI crafts. On your website, show the label, explain how to scan it, and link to the GI registry search. One honest product page with a scannable label sells better than ten pages saying "100% pure".

Where should you sell: your own website or a marketplace?

Both, in that order of importance over time. A marketplace brings buyers on day one; your own website keeps the buyer, the margin and the data.

ChannelGood forWatch out for
Your own websiteRepeat buyers, gifting, buyers abroad, wholesale inquiries, full marginYou bring the traffic: Google, Instagram, WhatsApp and past buyers
Amazon, FlipkartFast first orders inside IndiaCommission, 0.5% TCS, price wars with fakes
ONDCLower fees; the J&K government is onboarding sellersBuyer apps still small for niche products
Instagram and WhatsAppTrust through video, quick ordersNo checkout without a payment link or website

A small store on WooCommerce with Razorpay, a WhatsApp button and product pages that explain origin is enough to start. That is the setup I built for Saffron Star Kashmir and Noonley, two Kashmir food brands selling outside the valley.

How do you ship from Kashmir and get found?

Ship with a courier that confirms pickup at your pincode, and state honest delivery times. Srinagar airport handles domestic and international air cargo, which matters for anything perishable, and a cherry cargo train from Katra to Mumbai ran in June 2025. Check your courier's pickup coverage before you promise next-day dispatch, because some rural pincodes are served only by India Post.

Getting found is the slower half:

  • A Google Business Profile in your own account, with the same name, address and phone number as the website.
  • Product pages that answer what buyers type: "GI tagged Kashmiri saffron price", "real pashmina how to check".
  • A WhatsApp number on every page. Many Indian buyers will message before they pay.
  • Pages that load on slow mobile data, because many of your local and Indian buyers browse on a phone.

Which schemes can fund a new business in J&K in 2026?

Mission YUVA and PMEGP are the main open routes for a small online business. The New Central Sector Scheme is closed to new units.

SchemeWhat it offersStatus, October 2026
Mission YUVAFor nano enterprises, a 25% capital subsidy plus 5% interest subvention; 6% interest subvention for MSMEsOpen; launched 28 June 2025
PMEGPProjects up to ₹20 lakh for service or business, ₹50 lakh for manufacturing; 25% subsidy urban, 35% rural for special categoriesOpen through banks and KVIB
J&K Startup Policy 2024-27Seed fund up to ₹20 lakh, for 25 startups a yearOpen through JKEDI
New Central Sector Scheme 2021Incentives for larger unitsRegistration closed 30 September 2024

The J&K Economic Survey 2025-26 lists the schemes and their numbers. A website and a few weeks of real orders also make a loan application stronger, because the bank sees demand, not only a plan.

How can I help you start your online business in Kashmir?

I am a web developer based in Baramulla, and I build the online side of the business: the store or booking website, Razorpay with its webhook, GI and origin pages, a Google Business Profile, and a WhatsApp or website AI chatbot that answers price and delivery questions when you are busy. The domain, hosting and every account stay in your name. I have built 16 live sites for Kashmir businesses, listed on my web developer in Kashmir page, and I quote a fixed price in rupees after a free first conversation.

If you want buyers to chat with you on WhatsApp at any hour, my WhatsApp AI chatbot page explains how that works, and tours and stays are covered on tour and travel website development.

What else do people ask about starting an online business in Kashmir?

Can I start an online business in Kashmir without GST?

Yes, if you sell services below ₹20 lakh, goods below ₹40 lakh only inside J&K, or goods inside J&K through a marketplace with a GST enrolment number. Shipping goods to another state needs GST registration from the first sale.

How much does it cost to start an online business in Kashmir?

Udyam and GST registration are free, and FSSAI basic registration has a small fee. The real costs are stock, packaging, the website, and the gateway's fee on each payment. Start with one product line to keep stock small.

Is the internet in Kashmir reliable enough to run a business online?

4G was restored across J&K on 5 February 2021 and is now the normal connection. Keep a second connection from another provider, and use a website and payment gateway hosted outside your premises so orders keep arriving when your own line drops.

Can a business in Kashmir sell to customers abroad?

Yes. You need international card acceptance on your gateway, an Import Export Code for commercial exports, and courier rates for the countries you serve. Crafts with GI labels sell best abroad when the label is shown and explained.
