A WhatsApp AI chatbot has three bills: the one-off build, Meta's per-message fees and AI model usage. Since 1 October 2026 Meta charges for bot replies beyond 1,000 free per number a month: 0.34 US cents each in the US, 2.2 cents in the UK, 5.5 cents in Germany. A small AI model adds about 0.06 cents, so in Europe Meta's fee is usually the bigger monthly bill.
WhatsApp chatbot cost is a one-off build plus two running bills: Meta's fee for the messages your business delivers, set by message category and the customer's country, and the AI provider's charge for the tokens each reply reads and writes. Prices below are from the vendors' own pages, read on 28 October 2026.
What does a WhatsApp chatbot cost?
For one business number with 1,500 customer chats a month, my worked example below comes to $2,255-$5,460 to build with me, then about $21-$84 a month in Meta and AI fees in the US, $120-$183 in the UK and $295-$358 in Germany, before hosting and upkeep.
| Bill | How it is charged | In the worked example | Who you pay |
|---|---|---|---|
| Build and launch | Once, as a fixed quote or by the hour | 41-84 hours, $2,255-$5,460 at $55-$65/hour (my planning estimate) | The developer |
| Meta message fees | Per delivered business message, by category and the customer's country | $18 (US), $117 (UK), $292 (Germany) a month | Meta, on your own account |
| AI model usage | Per token in and out | $3.30-$66 a month, depending on the model | The model provider, on your own account |
| Messaging provider or inbox (optional) | Per message or per month | $0 when the bot calls Meta's Cloud API directly | Twilio, 360dialog, respond.io and others |
How does Meta charge for WhatsApp messages in 2026?
Per delivered message from your business, at a rate set by the message's category and the customer's country. Meta's pricing page (updated 30 September 2026) says it charges "only for messages from businesses to users" and "does not charge for messages from users to businesses". Rates follow "the recipient WhatsApp phone number's country calling code", so a UK business replying to a customer on a US number pays the US rate.
| Category | What it is | What Meta charges |
|---|---|---|
| Service | A free-form reply while the 24-hour customer service window is open, written by your bot or your staff | First 1,000 a month per business number free, then the service rate |
| Utility template | An approved update, such as a booking confirmation or order status | The utility rate, inside or outside the window; volume discounts |
| Authentication template | A one-time code | The authentication rate, or a higher authentication-international rate in some markets; volume discounts |
| Marketing template | A promotion, to people who opted in | The marketing rate |
| Meta Business Agent | A reply written by Meta's own AI agent | "One global rate of $2.00 USD per 1 million (M) tokens" |
The window rule decides which you can send. Meta's page says: "When a WhatsApp user messages you or calls you, a 24-hour timer called a customer service window starts." Each new message from the customer resets it, and "Businesses can only send non-template messages to users when this window is open." Outside it, the bot can only send an approved template.
Four details change the bill:
- Bot replies are no longer free. "Meta resumed charging, on a per-message basis, for messages that were previously free" on 1 October 2026: service messages, free since November 2024, and utility messages sent inside an open window, free since July 2025. The free tier is 1,000 service messages per business number per month; unused ones "do not roll over".
- No payment method, no replies. Without one, "Meta will deliver service messages within the free tier but not deliver them after the free tier has been used." Add a payment method in Meta's Billing Hub before launch.
- Ad clicks open a free window. When a customer starts the chat from a click-to-WhatsApp ad on Android or iOS, a free entry point window "may remain open for up to 7 days" and Meta does not charge for marketing, utility, authentication or service messages in it. Meta Business Agent replies are still charged.
- Rates move quarterly. "Meta may update pricing only on the 1st day of each quarter": 1 January, 1 April, 1 July and 1 October, with at least a month's notice for a rate change.
Eligible government and non-profit organizations keep free service messages beyond the free tier until 31 December 2027.
What are Meta's WhatsApp rates in the US, UK and Europe?
From under half a cent in the US to 5.5 cents in Germany for a bot reply. These are Meta's USD rates per delivered message, effective 1 October 2026, from the rate card linked on its pricing page. Service, utility and authentication share one rate in every market.
| Customer's country | Service, utility and authentication (USD) | Marketing (USD) |
|---|---|---|
| United States and Canada | $0.0034 | $0.0250 |
| United Kingdom | $0.0220 | $0.0635 |
| Germany | $0.0550 | $0.1365 |
| France | $0.0300 | $0.0859 |
| Spain | $0.0200 | $0.0707 |
| Italy | $0.0300 | $0.0795 |
| Netherlands | $0.0500 | $0.1597 |
| Rest of Western Europe* | $0.0171 | $0.0592 |
| India | $0.0014 | $0.0118 |
* Austria, Belgium, Denmark, Finland, Ireland, Norway, Portugal, Sweden and Switzerland. Meta also publishes the card in euros and pounds: a service reply to a UK number is £0.0159, to a German number €0.0456.
Volume discounts apply to utility and authentication templates only; "Meta will not offer volume tiers for service messages." In the UK and the European markets above, the utility list rate holds up to 100,000 messages a month, then drops 5% at each tier, down to 25% off; in North America the list rate holds up to 80,000.
What does the AI part cost per reply?
A fraction of a cent with a small model, about a cent with a mid-sized one. Each reply sends the model your instructions, the passages retrieved from your content and recent chat history, then reads its answer. I assume 4,000 tokens in and 300 out per reply, which fits a short answer from a RAG chatbot.
| Model (read 28 Oct 2026) | Input per million tokens | Output per million tokens | Per reply at 4,000 in, 300 out |
|---|---|---|---|
| Claude Haiku 5.5 (Anthropic) | $0.10 | $0.50 | $0.00055 |
| gpt-6-luna (OpenAI) | $0.10 | $0.50 | $0.00055 |
| gpt-6.1-terra (OpenAI) | $1.00 | $5.00 | $0.0055 |
| Claude Sonnet 5.5 (Anthropic) | $2.00 | $10.00 | $0.011 |
Prices are from Anthropic's pricing page (Haiku 5.5 for prompts up to 100,000 tokens) and OpenAI's pricing page (standard tier). Both cut repeated input: a cached prompt costs a tenth of the input price on Haiku 5.5 and gpt-6-luna.
Meta's non-template pricing page estimates more: about 2 cents a message for a "lower complexity" third-party AI agent and about 9 cents for a "higher complexity" one. Bots that call tools several times per answer, or send long histories, land nearer those figures.
What does a WhatsApp chatbot cost per month?
Take one business number, 1,500 customer chats a month, four bot replies per chat (6,000 service messages), and 300 utility templates such as booking reminders. Meta charges 5,000 of the replies after the free tier.
| Customers in | Meta: 5,000 replies | Meta: 300 templates | AI: small model | AI: Sonnet 5.5 | Monthly total |
|---|---|---|---|---|---|
| US and Canada | $17.00 | $1.02 | $3.30 | $66.00 | $21.32-$84.02 |
| United Kingdom | $110.00 | $6.60 | $3.30 | $66.00 | $119.90-$182.60 |
| Germany | $275.00 | $16.50 | $3.30 | $66.00 | $294.80-$357.50 |
Hosting for the webhook server is whatever your host charges, and upkeep is the line people forget: in my AI agent cost guide I plan 2-6 hours a month for reading logs, fixing documents and retesting after a model change.
Is Meta Business Agent cheaper than a custom WhatsApp chatbot?
In the US and the UK, usually not; in Germany and the Netherlands, it can be. The 6,000 replies above would cost $240-$300 through Meta's agent, using Meta's estimate that "One message typically consumes 20,000–25,000 tokens, which translates to approximately 4–5 cents (USD) per message", plus the same templates. That is several times the US custom total, above the UK one even with Sonnet 5.5, and close to or below the German one.
Meta's agent gets no free tier or volume discount, and is charged even in the ad-click free window. Its overview requires a business "based in a country authorized for Meta Business Agent" and says "all verticals are supported except Finance, Government, Health, Alcohol, Gambling, over-the-counter drugs, and matrimony services". It can call your own APIs too; a custom bot differs in running on a model you choose, with its code and logs in your systems. My WhatsApp chatbot page covers when each one fits.
What does it cost to build a WhatsApp chatbot?
My planning estimate is 41-84 hours, or $2,255-$5,460 at $55-$65 an hour. It is the chatbot work from my AI agent cost guide without the website chat widget, plus the WhatsApp channel.
| Work | Planning estimate |
|---|---|
| Scoping and collecting 50-100 real customer questions from your chats | 3-6 hours |
| Cleaning, chunking and indexing your documents | 4-12 hours |
| Retrieval, system prompt, rules and hand-off triggers | 8-14 hours |
| Logging with masked personal data, spend caps and alerts | 4-8 hours |
| Running the question set, fixing causes, rerunning | 6-12 hours |
| Launch, first review of real conversations, handover notes | 4-6 hours |
| Meta app, business number, webhook with signature checks, token in a secret store | 4-8 hours |
| Templates for messages after the 24-hour window, submitted for approval | 2-4 hours |
| Opt-in records and stop requests | 2-4 hours |
| Hand-off to a person, with a summary of the chat | 4-10 hours |
Messy documents, a second language and live bookings push it to the top of the range. A route to a person is not optional: Meta's messaging policy allows automation in the window but requires "prompt, clear, and direct escalation paths", such as an in-chat transfer to a human agent, a phone number or email. After a free scoping call of about 30 minutes I send a fixed quote, as on how I work.
Do you need Twilio, 360dialog or an inbox platform?
Not for the bot itself. A custom build can call Meta's Cloud API directly, so Meta's fee is the only per-message charge. A provider adds a fee for its tools, inbox or support:
| Provider (read 28 Oct 2026) | Its price | Meta's fees |
|---|---|---|
| Twilio | "$0.005, inbound or outbound" per message | Passed through on top |
| 360dialog | €49, €99 or €500 per number per month | "+Meta WhatsApp Messaging Fees" |
| respond.io | $99, $199 or $349 a month ($79, $159 or $279 billed yearly), by plan and contact volume | "not included in any respond.io subscription" |
| MagizAI (my company) | $10 a month on your own AI key, or $20, $49 or $99 with 2,000, 5,000 or 15,000 messages, before tax | Its pricing page does not mention them; ask |
Twilio's fee counts the customer's messages too. In the worked example, with as many customer messages as bot replies, that is 12,300 messages, or $61.50 a month on top of Meta's fees. Disclosure: I am founder and CEO of MagizAI, so I gain if you buy it; if a ready-made inbox covers your needs, it can cost less than a custom build.
How do you keep the monthly bill down?
- Answer inside the window. Free-form replies are service messages, and the first 1,000 a month per number cost nothing.
- Send templates only when needed. Outside an ad's free window every template is charged, and marketing ones cost two and a half to three times a service reply in the UK and Germany.
- Route by difficulty. Let a small model answer routine questions and pass only hard ones to a larger model or a person.
- Cache the fixed part of the prompt. Instructions repeat on every reply; cached input costs a tenth of the input price or less on the four models above.
- Cap the spend. Build a monthly cap and alerts into the bot, and recheck Meta's rates each quarter.
What else do people ask about WhatsApp chatbot costs?
Is the WhatsApp Business API free?
Receiving messages is free, and so are the first 1,000 service replies per business number each month. Templates, and service replies beyond those, are charged per delivered message at Meta's rate card. A provider such as Twilio or 360dialog adds its own fee; calling Meta's Cloud API directly does not.
Are chatbot replies free inside the 24-hour window?
Only the first 1,000 a month per business number, since 1 October 2026. Before that, service replies had been free since November 2024. Replies to chats that began from a click-to-WhatsApp ad stay free while the ad's window is open, unless Meta Business Agent writes them.
Can I use ChatGPT or Claude for my WhatsApp chatbot?
Yes, for a bot about your own business. Meta's AI Providers page says that from 15 January 2026, AI providers "are only permitted to offer general-purpose AI assistants on the WhatsApp Business Platform where Meta is legally required to permit this use case". Its pricing page says service messages "can be powered by a 3rd-party AI solution". Keep the bot on your business's topics.
How often do WhatsApp prices change?
Under Meta's pricing calendar, at most four times a year, on the first day of a quarter. The last change was on 1 October 2026; the pricing page announced no rate change for 1 January 2027 when I read it.
What should a WhatsApp chatbot quote include?
The build price, who owns the Meta account, number, templates and code at handover, and an estimate of the monthly Meta and model bills from your own chat volume. Ask what happens after the 24-hour window and how a customer reaches a person.
If you want those numbers for your business, my WhatsApp AI chatbot development service starts with a free scoping call; for chat on your website as well, see AI chatbot development.
Last reviewed 28 October 2026. Disclosure: I build custom WhatsApp chatbots and I am founder and CEO of MagizAI, so I am not neutral. I am not affiliated with Meta, Anthropic, OpenAI, Twilio, 360dialog or respond.io. I am also CTO at ElySpace, a freelance developer for Marmaids LLC, and founder of WHMCSPilot. Prices and quotes come from each vendor's pages as I read them on 28 October 2026; the build hours are my planning estimate, not a quote.
