Trusted Remote AI and Web Developer for UAE Businesses
I am Shahid Malla, a remote developer in India who builds AI agents, WhatsApp and website chatbots, web apps, CRMs and WHMCS systems for businesses in Dubai, Abu Dhabi and across the UAE. India is only 1.5 hours ahead, so your whole working day falls inside mine. I build in English and quote a fixed price or $55-$65 per hour.
Free scoping call of about 30 minutes · written quote within one business day · two weeks of support after delivery

What do UAE businesses hire me to build?
Mostly AI that talks to customers, then the systems behind it. Each line of work has its own page with scope and limits.
| Work | A typical UAE project | Details |
|---|---|---|
| WhatsApp AI chatbots | A real estate, clinic or retail number that answers in English, qualifies leads and books viewings or appointments | WhatsApp AI chatbot development |
| Website chatbots | A chatbot that answers from your own pages and documents and says when it does not know | AI chatbot development |
| AI agents | An agent that reads emails and forms, updates the CRM and drafts next steps for staff to approve | AI agent development |
| SaaS and web apps | A free-zone startup's first product, with subscriptions billed in dirhams through Stripe | SaaS development |
How do our working days line up?
Better than with almost any other market I serve. The UAE is on UTC+4 and India on UTC+5:30, both all year, so the gap is a fixed 1 hour 30 minutes.
- Dubai or Abu Dhabi 9:00-18:00 is 10:30-19:30 in India.
- Work week. The federal government has worked Monday to Thursday with a half day on Friday since 1 January 2022, and many private companies work Monday to Friday, which matches my week. Sharjah's government takes Friday to Sunday off.
- Calls. We can talk live on any working day, not only in a fixed slot, and releases go out in your morning so your team is in when they land.
What tax applies when a UAE company pays me?
Only VAT, handled by you under the reverse charge. The Ministry of Finance lists withholding tax on payments to non-residents without a UAE permanent establishment at 0%, under the Corporate Tax Law, so there is nothing to withhold and no treaty paperwork. A VAT-registered business accounts for 5% VAT on the imported service in its return, and the FTA accepts my overseas invoice instead of a self-issued one. Payment is by direct invoice in US dollars, or through Upwork or Fiverr.
Which data protection and AI rules apply where you are registered?
It depends on whether your company sits on the mainland, in DIFC or in ADGM, because the two financial free zones run their own laws.
| Where you are registered | Law | What it means for an AI build |
|---|---|---|
| Mainland and most free zones | Federal Decree-Law No. 45 of 2021 (PDPL) | Applies to processing inside or outside the UAE. Its executive regulations had not been published by mid-2026, so the operative duties are not yet enforced, but I build to them now. |
| DIFC | DIFC Data Protection Law 2020 and Regulation 10 | Regulation 10 covers personal data processed through autonomous and semi-autonomous systems, including AI agents, and has applied since 1 January 2026. The agent gives users clear notice and keeps records of what it does. |
| ADGM | ADGM Data Protection Regulations 2021 | Controller duties similar to the GDPR; I sign a processing agreement. |
The UAE's AI Charter of 2024 is guidance, not law. For outbound marketing, Cabinet Resolutions 56 and 57 of 2024 limit marketing calls to 9:00-18:00 and require respect for the Do Not Call Registry. Whether they reach WhatsApp messages is not settled, so I build WhatsApp marketing with recorded consent, sending hours and an opt-out anyway.
When does UAE e-invoicing reach your billing system?
From 1 January 2027 for businesses with revenue of AED 50 million or more, which had to appoint an Accredited Service Provider by 30 October 2026, under Ministerial Decision No. 244 of 2025 as amended. Smaller businesses follow in 2027, with the go-live date of 1 July 2027. Business-to-consumer invoices are excluded for now, and Ministerial Decision No. 197 of 2026 removed the requirement to store e-invoice data inside the UAE. For a hosting company on WHMCS, I connect WHMCS to the provider's API as a custom module.
Which gateways and domains suit UAE customers?
Stripe works here, which keeps most builds simple.
- Stripe. Available to UAE businesses and built into WHMCS and most frameworks I use.
- Telr. A WHMCS extension, tested by Telr with WHMCS 8.
- Network International N-Genius, Tap, Checkout.com. No WHMCS module on their own sites, so a custom gateway module is needed.
- Tabby and Tamara. Buy now, pay later, common in UAE checkouts.
- Domains. A plain .ae needs no documents under the TDRA policy; co.ae needs a UAE trade license, free zone license or UAE trademark, so a WHMCS store selling it needs extra order fields.
What can you check about my work?
My UAE clients are not named on this site. My own product ElyAgents, multi-tenant business software with WhatsApp, payment and lead integrations, and my AI chat product MagizAI are in the portfolio. I was also Technical Lead at Fada.cloud, a cloud provider serving Jordan and Saudi Arabia. For Saudi clients, see my Saudi Arabia page, and for Qatar, my Gulf page.
When should a UAE business hire someone else?
- You need an Arabic or right-to-left interface.
- You need a developer in your Dubai office, or a UAE-licensed company on the contract.
- A government tender requires in-country staff.
- You need a team of several developers at once.
Disclosure: I am CTO at ElySpace, a freelance developer for Marmaids LLC, and founder of WHMCSPilot and MagizAI, and I was Technical Lead at Fada.cloud. Tax, e-invoicing, privacy and payment points summarize the UAE Ministry of Finance and Federal Tax Authority, TDRA, the DIFC, ADGM, Meta, the cloud providers and the gateway vendors, plus law-firm summaries where noted, as read on 31 October 2026. They are not legal or tax advice.
Who this is for
- UAE businesses that want a WhatsApp or website AI chatbot answering customers and handing off to staff
- Companies in DIFC or ADGM that need an AI agent built around their data protection rules
- Startups in free zones that need a SaaS product or web app built and handed over with the code
- UAE hosting companies on WHMCS that need Stripe, Telr or N-Genius and an e-invoicing connection
What is included
- A free scoping call of about 30 minutes in your working day, then a written scope and fixed quote within one business day
- Hosting in a UAE cloud region when your data has to stay in the country
- A notice and logging setup for AI systems that process personal data, for DIFC companies
- WhatsApp, Meta billing, model and cloud accounts opened in your company's name
- A test set of your real customer questions, run before launch and after each release
- Code in your repository, deployment notes and two weeks of support after delivery
How the work runs
-
1
Scoping call
About 30 minutes, usually the same day you ask, on the problem, your systems, your free zone or mainland setup and where data must stay. A written scope and fixed quote follow within one business day.
-
2
Quote and accounts
The quote lists scope, price, payment stages and code ownership. WhatsApp, cloud and model accounts are opened in your company's name.
-
3
Build on staging
I build on a staging copy, review every change myself and send a written update each working day. We can talk live almost any time in your office hours.
-
4
Pilot
A few staff use the chatbot, agent or system on real cases first, and we adjust answers and hand-off points before customers see it.
-
5
Launch and handover
Production launch, the repository, notes and a walkthrough call, then two weeks of support.

Frequently asked questions
Do we withhold tax on your invoice?
No. The UAE Ministry of Finance lists withholding tax on payments to non-residents at 0%, so you pay the invoice in full. A VAT-registered business accounts for 5% VAT on the imported service under the reverse charge, and my invoice from India carries no VAT.
Can you start a call at short notice in Dubai hours?
Usually, yes. India is 1 hour 30 minutes ahead of the UAE and neither country changes its clocks, so 9:00 to 18:00 in Dubai is 10:30 to 19:30 in India. Most of your working day is inside mine, which is why UAE projects run with live calls rather than overnight hand-offs.
Do you build Arabic websites?
No. I build in English and do not design or build Arabic or right-to-left interfaces. Many UAE businesses serve customers in English, which is where I fit. If you need Arabic, use a local agency for the front end; I can still build the API, agent or billing system behind it.
What does a WhatsApp chatbot cost per message in the UAE?
Meta's 1 October 2026 rate card charges $0.0157 per service reply or utility message to a +971 number after 1,000 free service messages a month per number, and $0.0576 per marketing message. So 10,000 replies a month cost about $141 in Meta fees, before the AI model. Meta has offered billing in dirhams since April 2026.
Can our data stay in the UAE?
Yes. AWS runs its Middle East (UAE) region, Microsoft runs UAE North in Dubai and UAE Central in Abu Dhabi, and Oracle runs Dubai and Abu Dhabi regions. I set the database, files and backups there and work on them remotely. The quote says whether AI model calls leave the country.
Can WHMCS handle UAE e-invoicing?
Not on its own. The UAE system works through Accredited Service Providers, and WHMCS has no built-in connection to one. I connect WHMCS to your provider's API as a module project, so invoices raised in WHMCS reach the provider without manual exports.
